Windows Movie Maker can edit videos and add effects to videos. The version 2.6 is unfortunately a stripped down version of this program and does not include a very popular feature in their video capture feature. That being said, you can find archived copies of the offline installers on places. Given they have stopped supporting it, I don't think you can expect them to re-add the offline installers.
